SUMMARY: One of the key issues in ensuring air traffic safety is the functioning of an efficient rescue service. Current regulations provide for the possibility of cooperation between the airport service and the State Fire Service. Entrusting the management of rescue operations at an airport to firefighters from the Airport Fire Service has specific consequences. The action commander will have extensive powers, e.g. to stop traffic, request assistance from various persons, etc. He will also command the units of the State Fire Service, and for failure to carry out his orders an officer may incur both disciplinary and criminal liability. The way the security system of a particular airport is organised depends on the regulations contained in the action plan. This document must be agreed with the relevant commander and reviewed by other entities. It is necessary for it to contain a clear procedure for developing the action plan, to enumerate the entities which must give an opinion on it and to specify the situations in which the commander may lodge an objection. It is also necessary to introduce clear provisions concerning the nature of the orders of the commander in charge of rescue operations and the responsibility of officers for disobeying orders, in order to dispel any doubts that may arise.
